Details: Solicitation of Project Proposals: Access and Mobility Partnership Grants. Synopses and full announcement of two funding opportunities are posted on as FTA-2018-002-ICAM and FTA-2018-006-HSCR. Proposals must be submitted electronically through by midnight Eastern Time on November 13, 2018.

Summary: The Federal Transit Administration (FTA) announces with this notice the Access & Mobility Partnership Grants, which are two opportunities to apply for funding under two competitive grant programs.  The Access and Mobility Partnership Grants are two separate and distinct funding opportunities that seek to improve access to public transportation through building partnerships among health, transportation, and other service providers.

FTA makes available $3,903,715 in funding for the Innovative Coordinated Access and Mobility Pilot Program as opportunity FTA-2018-002-ICAM (ICAM Pilot Program; Catalog of Federal Domestic Assistance (CFDA) number: 20.513).  As required by Federal transit law, funds will be awarded competitively to finance innovative capital projects for the transportation disadvantaged that will improve the coordination of transportation services and non-emergency medical transportation services.

FTA makes available $2,434,767 in funding for a Human Services Coordination Research (HSCR) Program (FTA-2018-006-HSCR) with funds available under the Public Transportation Innovation Program (Catalog of Federal Domestic Assistance (CFDA) number: 20.514).  Research activities awarded under this competitive program will support the implementation of innovative strategies in the coordination of human services transportation to provide more effective and efficient public transportation services to seniors, individuals with disabilities, and low-income individuals.  Proposed research projects should address gaps identified in the locally developed Coordinated Public Transit-Human Services Transportation Plan.  The HSCR funds will finance operating and capital project expenditures to develop and deploy projects that improve transportation services for targeted populations as noted above through methods that effectively and efficiently coordinate human services transportation. 

Interested applicants may apply for one funding opportunity or both opportunities. However, applicants may apply for one project per program and using the appropriate supplemental form for each program. FTA requires that all project proposals be submitted electronically through by 11:59 p.m. EDT on November 13, 2018. Mail and fax submissions will not be accepted.

Link to the supplemental forms: A complete proposal submission will consist of at least two files: (1) the SF 424 Mandatory Form and (2) the appropriate supplemental form for the FY 2018 ICAM Pilot Program or the FY 2018 HSCR Program (downloadable from GRANTS.GOV or FTA's Access & Mobility Partnership grants page. Once completed, the applicant must place the supplemental form in the attachments section of the SF-424 Mandatory form. Applicants must use the supplemental form designated for either the ICAM Pilot Program or the HSCR Program and attach the form to their submission in to complete the application process. A proposal submission may contain additional supporting documentation as attachments.

FTA urges applicants to submit their project proposals at least 72 hours prior to the due date to allow time to receive the validation message and to correct any problems that may have caused a rejection notification. FTA will not accept submissions after the stated submission deadline. scheduled maintenance and outage times are announced on the website. The deadline will not be extended due to scheduled maintenance or outages.

Eligible Applicants: Eligible applicants are states, tribes, and designated or direct recipients of FTA funding. Applicants must be registered in the System for Award Management (SAM) database and maintain an active SAM registration with current information at all times during which it has an active Federal award or an application or plan under consideration by FTA.

Dates: An applicant must submit a proposal electronically by 11:59 p.m. EDT on November 13, 2018. Any agency intending to apply should initiate the process of registering on the site immediately to ensure completion of registration before the submission deadline.
